Under new regulations, Chinese police will have only 12 hours to beat a confession out of prisoners instead of the usual 36. They'll need bigger clubs. But the new directives don't say how many times a prisoner can be interrogated or how long a period there should be between interrogations. On paper, Chinese citizens have impressive rights. On paper. But then, when you look at the U.S. Constitution, Americans have some pretty impressive rights too. On paper. Unfortunately, liberals on our Supreme Court have been rewriting those rights for decades. They no longer even resemble the rights we have -- on paper.

BEIJING (AP) -- China's parliament has imposed a 12-hour limit on police interrogations in an effort to curb abuses after a series of highly publicized complaints, state media reported Monday. The change enacted Sunday by the National People's Congress cuts by two-thirds the 36 hours police were previously allowed in which to interrogate suspects, newspapers and the Xinhua News Agency reported. The new rules come amid unusual discussion by China's state press of the widespread use of torture and coercion by police, who are under pressure to crack cases but have little professional training. In one case that received nationwide coverage, a man who said he falsely confessed to murder after police deprived him of sleep for 10 days and questioned him nonstop was released in April after 11 years in prison.

Crime suspects often complain that they are beaten or deprived of sleep by police trying to extract confessions. The communist government says it is trying to end such abuses and issued a report earlier this year saying hundreds of police, prison guards and others were punished last year for mistreating detainees. This month, a woman who was believed to have been murdered in the 1980s turned up alive, 16 years after the man who police said confessed to killing her was executed. State media said at the time that it wasn't known whether the man was tortured into confessing.
