African-American U.S. Rep. Robert B. Elliott (R-SC) delivers eloquent hour-long speech supporting Republicans’ civil rights bill
The Civil Rights Act of 1875, prohibited discrimination in inns, theaters, and other places of public accomodiation. It was the last federal civil rights act passed until 1957. The Supreme Court deemed the act unconstitutional in 1883, on the basis that Congress had no power to regulate the conduct of individuals.
